You know what else has an adverse impact on investigations? Not allowing torture; maybe we should allow torture if the end game is the fastest possible investigation. How is email any different than wire tapping? Unfortunately, this will probably be the first bipartisan legislation passed in forever. Law enforcement will never give up power they already have. We have to take it from them. Shame on Leahy for bending to the pressure.
